Woman, inmates accused of trying to smuggle weed into Rogers County Jail

Several people are facing charges after allegedly trying to smuggle drugs into the Rogers County Jail.

Katherine Vance, 63, is accused of working with three inmates to get marijuana into the jail, according to a probable cause affidavit. Investigators say Vance communicated with three inmates in the jail while planning to smuggle the drugs.

One of the inmates, 45-year-old Shannon Richmond, allegedly instructed Vance to go to Colorado to buy marijuana and bring it back to Oklahoma. He reportedly told Vance to hide the weed inside OSU Medical Center, where he would then retrieve it and bring it back into the jail, according to the affidavit.

The other two inmates, 36-year-old Bobby Sheets and 26-year-old Joseph Barbee, reportedly made recorded phone calls to Vance from the jail and allegedly communicated with her about the plan to smuggle the drugs, according to the affidavit.

Vance, Richmond and Sheets have all been charged with conspiracy to distribute a controlled, dangerous substance and conspiracy to bring contraband into a jail/penal institution.
